** Non-Thai nationals allowed to enter Thailand will need a Certificate of Entry (COE) along with appropriate visa ** 


If you meet one of the categories allowed to enter Thailand (see attachment), you can apply for the Certificate of Entry through our online system at https://coethailand.mfa.go.th/

All non-Thai nationals will be subject to a 14-day quarantine at their own expenses at one of the facilities for alternative State Quarantine(ASQ) (visit http://www.hsscovid.com/) that have been approved by the Thai authorities. 

For COVID-19 insurance, applicants can buy foreign or Thai insurance. For the list of companies that offer COVID-19 insurance, please see https://covid19.tgia.org/

Requirements for COE Online Registration

Diplomats and International Organizations Officers (including their spouse, parents, or children)

  1. Letter from the host agency or international organization affirming responsibility for healthcare or treatment expenses, or documentary evidence demonstrating a guarantee that the traveler is able to take responsibility for his/her own healthcare or treatment expenses, including COVID-19, throughout the duration of stay in Thailand 
  2. Flight booking confirmation
  3. Hotel booking for Alternative State Quarantine (ASQ) 

Family of Thai nationals (spouse/child/parent)

  1. Copy of marriage certificate, birth certificate, or official document confirming the parential relation between a Thai national and a non Thai national as parent or child
  2. Copy of Thai spouse's or child’s or parent's passport or national ID
  3. Flight booking confirmation
  4. Hotel booking for Alternative State Quarantine (ASQ)
  5. Copy of health insurance policy to cover medical treatment in Thailand which includes COVID-19 worth at least 100,000 USD

Work permit holders or Those who have been granted permission to work in Thailand (including their spouse or children)

  1. Copy of valid work permit or letter from a Thai government agency granting permission to work in Thailand  
  2. Flight booking confirmation
  3. Hotel booking for Alternative State Quarantine (ASQ) 
  4. Copy of health insurance policy to cover medical treatment in Thailand which includes COVID-19 worth at least 100,000 USD

Those with medical appointments in Thailand (not include medical treatment for COVID-19) and accompanying persons (up to 3 immidiate family members)

Procedure

1. Contact medical facility approved as Alternative Hospital Quarantine (AHQ) by the Ministry of Public Health of Thailand (MOPH). List of AHQ can be found on www.hsscovid.com under "Hospital / Alternative Hospital Quarantine"

2. That medical facility sends the following documents to the Department of Health Service Support, MOPH for consideration.
...(1) Confirmation Letter (2) Affidavit of Support (for those with attendants) (3) Summary Form of Vehicles for Patients and (4) Other supporting documents such as passport copies of the patients and attendants 

3. Once approved, the Department of Health Service Support will put official stamp on the Confirmation Letter and the Affidavit of Support, and send the approved names to the Ministry of Foreign Affairs to instruct the Embassy to issue visa and COE.

4. The patient and attendants contact the Embassy for visa. Staying up to 60 days requires Tourist visa Type MT (https://nairobi.thaiembassy.org/th/publicservice/63786-tourist-visa), while staying up to 90 days requires non-immigrant visa type O (https://nairobi.thaiembassy.org/th/publicservice/63787-non-%E2%80%93-immigrant-visa). 

Required documents to apply for COE online

  1. Copy of the Confirmation Letter with a stamp from the Ministry of Public Health of Thailand   
  2. Copy of the Affidavit of Support Letter with a stamp from the Ministry of Public Health of Thailand (for those with attendants)
  3. Document proving relationship between the patient and attendants as immediate family
  4. Copy of health insurance policy to cover medical treatment in Thailand which includes COVID-19 worth at least 100,000 USD
  5. Financial evidence proving sufficient fund for medical treatment and other expenses while in Thailand with attached bank statement

Students of educational institutions approved by Thai authorities, including their parents or guardians
...except for student of non-formal educational institutions under the law on Private Schools and of other similar private educational institutions

  1. Letter proving student status or acceptance letter from the educational institution
  2. Document proving relationship between the student and the parents or guardian
  3. Hotel booking for Alternative State Quarantine (ASQ) 
  4. Copy of health insurance policy to cover medical treatment in Thailand which includes COVID-19 worth at least 100,000 USD

Long-stay visa holders (Non-Immigrant O-A/O-X)

  1. Copy of your O-A/O-X visa (If your visa has expired, you have to apply for a new visa. You must meet the requirements for O-A/O-X visa. Please see our visa page for more detail.)
  2. Copy of health insurance policy which covers COVID-19 related medical expenses in Thailand, both inpatient and outpatient, no less than 100,000 USD for the whole period of your stay in Thailand
  3. Flight booking confirmation
  4. Hotel booking for Alternative State Quarantine (ASQ) 

For retirement (Non-Immigrant O)

  1. Copy of your Non-O retirement visa (If your visa has expired, you have to apply for a new visa. You must meet the requirements for Non-O retirement visa, with the additional requirement that applicants have health insurance for outpatient not less than 40,000 Baht and for inpatient not less than 400,000 Baht.)
  2. Copy of health insurance policy which covers COVID-19 related medical expenses in Thailand, both inpatient and outpatient, no less than 100,000 USD for the whole period of your stay in Thailand
  3. Flight booking confirmation
  4. Hotel booking for Alternative State Quarantine (ASQ) 

Approved Thailand Elite Card Members 

Please contact the Thailand Privilege Card to submit application. The Embassy can only approve the COE for those members whose names have been sent to the Embassy through Thailand Privilege Card.  If you do not have Elite visa, please make application through the Thailand Privilege Card as well.

Required documents to apply for COE online

  1. Copy of your Thailand Elite visa
  2. Copy of confirmation letter from the Thailand Elite Members Quarantine Team (TEMQ Team)
  3. Copy of health insurance policy which covers COVID-19 related medical expenses in Thailand no less than 100,000 USD for the whole period of your stay in Thailand
  4. Flight booking confirmation
  5. Hotel booking for Alternative State Quarantine (ASQ) 

Non-Thais who own property or invest in Thailand

  1. Copy of property ownership document (condominium) in Thailand, or proof of purchase of such property and relevant documents
    or
    Copy of bank statements of a Thai bank account with deposit at least 3 million baht, or Thai government bonds at least 3 million baht
  2. Copy of bank statement of bank account with deposit at least 500,000 baht (approx. USD17,000) for the past 6 months
  3. Copy of health insurance policy which covers COVID-19 related medical expenses in Thailand no less than 100,000 USD for the whole period of your stay in Thailand
  4. Flight booking confirmation
  5. Hotel booking for Alternative State Quarantine (ASQ) 

Medium Term Visitor - Tourist (TR) (single entry only)

  1. Proof of accommodation in Thailand e.g. hotel booking, invitation letter from family or friend in Thailand (after 14-day quarantined at ASQ hotel)
  2. Bank statement with sufficient fund to cover your trip to Thailand
  3. Copy of health insurance policy which covers COVID-19 related medical expenses in Thailand no less than 100,000 USD for the whole period of your stay in Thailand
  4. Flight booking confirmation
  5. Hotel booking for Alternative State Quarantine (ASQ) 

Medium Term Visitor - Businessman and Investor (Non B) (single entry only)

  1. A copy of invitation letter to attend business meeting in Thailand from a Thai government agency or a Thai company which must have registered capital (fully paid) at least 2 million baht (with registration document as proof). 
  2. A copy of letter from your employer (or yourself if you own a company) to confirm your employment and that you need to attend business meetings in Thailand
  3. Copy of bank statement of a bank account with deposit at least 500,000 baht (approx. USD17,000) for the past 6 months
  4. Copy of health insurance policy which covers COVID-19 related medical expenses in Thailand no less than 100,000 USD for the whole period of your stay in Thailand
  5. Flight booking confirmation
  6. Hotel booking for Alternative State Quarantine (ASQ) 

After your COE registration has been pre-approved, please confirm your travel date by attaching the flight booking confirmation and ASQ booking confirmation in the COE online system.

72 hours issued prior to your departure, please make sure to have 

  1. Fit to Fly health certificate – this is a statement by a doctor that you are free from symptoms and fit to fly (must be separate from COVID test)
  2. COVID-19 test result, with a laboratory output indicating that COVID -19 is not detected (COVID test must be by RT-PCR method)
